Davao City Water District is committed to upholding transparency and accountability as a public office.
This is the assurance of DCWD general manager Engr. Edwin V. Regaladoin response to a news report published on October 4 saying the water utility is not transparent of its projects, programs, and activities (PPAs) to the public citing an August report, year not specified, by the Commission on Audit (COA).
Engr. Regalado clarifies that DCWD has already acted on COA’s Audit Observation Memorandum No. 2017-002for the year 2016 dated May 19, which directs DCWD to post the progress report of its ongoing PPAs on its bulletin boards in addition to its standard practice of installing signages on the project site and uploadingthe status of its major programs and projects to its website. DCWD immediately posted a tarpaulin signboard showing the consolidated status report of all its PPAs as of May 31 at the façade of its main office in Bajada. This is updated on a quarterly basis to reflect the actual project accomplishment, among others.
He also clarified that prior the COA observation, DCWD has always ensured the installation of signage using the format required by COA in its project sites and posted the information of its yearly major projects and programs under the Philippine Transparency Seal page of its website (www.davao-water.gov.ph).
Engr. Regalado added that DCWD has already submitted its PPAs report for the third quarter of 2017 to the COA on September 26 and is working on the production of the updated tarpaulin signboard. “We will continue to be compliant with COA rules and regulations to maintain transparency and ensure accountability in our operations,” he said.
