Government employees serving in temporary capacities under contractual, provisional, seasonal, or job order appointments are given a chance to obtain permanent posts with the filing of House Bill No. 6622.
Filed on October 19, 2017 by Davao Oriental 2nd District Representative Joel Mayo Z. Almario, said bill seeks to give equivalent eligibility to qualified workers who have exhibited exemplary service for twelve (12) consecutive years.
“The passage of this bill will give due recognition to those who have mastered their responsibilities and accountabilities in government service but for some reason cannot pass the CSC (Civil Service Commission) exams and therefore cannot qualify for government plantilla positions needing CSC eligibility,” Almario explained. “All the personnel who have met the required number of years of service, regardless of the capacity in which they have served, shall be given civil service eligibility equivalent to their service to qualify them for a permanent appointment to their current post or an equivalent thereof.”
The bill applies to all government employees, including those working in local government units. The required number of years provided by the bill took into consideration the term of office of local government officials and appointing authorities to ensure that only those who are truly capable are given permanent posts.
Almario posits that the enactment of the bill into law will encourage efficient work and boost morale, resulting in better public service.
