Traditionally, Filipino minors are not that open to their parents especially on matters concerning serious problems that come their way. They opt to keep it to themselves rather than open it up with their parents for sheer fear, reluctance and inhibition. These attitudes are common among Filipino teenagers that sometimes result to distressing circumstances, nastiest is committing suicide.
Being infected with human immunodeficiency virus-acquired immunodeficiency syndrome (HIV-AIDS) especially among minors is considered grim. However because of a law prohibiting people below 18 years of age from getting tested for HIV-AIDS without the written consent of their parents has all the more aggravated the problem these minors are into. Although they wish to submit for testing, they cannot because of such law. That’s why HIV-AIDS infected minors instead of being treated medically and emotionally, they chose to isolate themselves in the dark and grieve over their sorry state alone without the knowledge of their parents. Young as they are, they still have the chance to enjoy life if treated temporarily since, HIV-AIDS cure has yet to be discovered.
The problem will hopefully be addressed if the Proxy Consent Bill now pending at the Senate is passed. It is viewed to deal with the high prevalence of HIV-AIDS cases among the youth. The bill specifically allows minors 15-17 years old to get tested for HIV without parent’s consent but with the proxy consent of a medical professional or an expert. In Davao City, the city council through the committee on health is working on the proxy consent to allow a social worker or a doctor as proxy for parents of infected minors. This bill is good and helpful, however, it all the more encourages minors to stay secretive from their parents all the way which is unhealthy. It would be best that measures will be taken up to convince HIV-AIDS minor victims to learn how to face the problem and most especially on how to seek advice and help first and foremost from their own families. Family is family, they are the very best people who could help solve any problem besetting each family member.
