Mayor Sara Duterte was vocal in confirming Senior Superintendent Alexander Tagum is her choice to lead the city police because he has the capabilities which other police officers shortlisted for the position do not have. She cited the performance of Tagum in the bloody dispersal of protesters in Kidapawan City last year in his capacity as Provincial Police Director of North Cotabato as one good reason she like about the police officer to head the Davao City Police Office. This statement of the mayor serves as a warning to militants out there who have been used to resorting to violence in staging protest actions to think a hundred times before doing it here in the city with Tagum now at the helm of the Davao police. Tagum during a senate inquiry on the violent dispersal held in Davao City last year had justified his decisions and instructions to neutralize the turmoil. At the inquiry, he also enumerated the names of militant leaders seen during the protest action. The militant leaders mentioned are the same leaders and spokespersons of leftist groups here in the city and Davao Region. This surely will caution the leftists groups to be more careful, which is why they are gripping a profound hate on him.
On Tagum’s second day as DCPO Chief, the militants staged a rally holding placards shouting “Tagum you are not welcome in Davao City.” Freedom of expression and peaceable assembly are basic rights of a person or group of persons and petition government or any private organization for redress of grievances is essential under a democratic system of government provided they will police their ranks and not turn to aggression. These groups are relevant as they maintain their roles as watchdog of government most especially. For as long as they maintain discipline and civility in the conduct of protest actions, there will be no question about their vigilance. Tagum very well acknowledged this and said he is not keeping a grudge on those who object his entry. Should Tagum display actions or make decisions undeserving of a police head, militant groups or any aggrieved persons have the right to rally against him.
The high expectations of the mayor at the same time the vigilance of the left on Tagum is putting the police officer under pressure. On top of this, he is task to guard a city where the President of the Republic resides, which is more of an added pressure in relation to keeping the city safe from any violent plots against the president and his family or any unlawful activities to sabotage his administration. Also, investors and tourists are flocking in the city since President Rodrigo Duterte assumed office. These situations and developments mean more and serious responsibility from Tagum to ensure the city is always safe and peaceful. As the chosen one, he had to fulfill his assurance to do his best 100 percent.
